Organizational Background:
The Coalition for Asian American Children and Families (CACF) is the nation’s only pan-Asian children’s advocacy organization. CACF aims to improve the health and wellbeing of Asian Pacific American children in New York City. Founded in 1986, CACF advocates for culturally competent, linguistically appropriate, and immigrant accessible services for children and families of East Asian, South Asian, Southeast Asian, and Pacific Islander backgrounds. CACF is seeking a full-time Policy Coordinator to oversee various advocacy campaigns that aim to promote equity for the Asian Pacific American community in the City and State.
Primary Responsibilities:
The Director of Policy and Government Affairs will report to the Executive Director and work with the Policy team to develop and organize support for CACF’s policy and legislative agenda. Candidates must be prepared to work closely with policymakers, CACF member agencies and partners, community leaders, elected and appointed officials and other advocacy organizations. Government Affairs The Director of Policy and Government Affairs Serves as one of CACF’s key advocates at the city and state level. Responsibilities include:
- Responsible for tracking new and pending city and state legislation that have potential impact on key CACF issue areas.
- Implement and coordinate direct city and state government affairs strategy to build relationships with City and State policymakers and government agencies to address administrative and legislative. issues.
- Advocate to Governor’s Office, State Legislature, NYS Department of Budget, Mayor’s Office, NYC Office of Management and Budget, City Council, and State and City agencies.
- Lobby on City and State budget and legislative issues.
- Speak at workshops, symposiums, and conferences.
- Communicate with and involve CACF member organizations in key city and state activities.
- Assure timely and accurate actions/responses to legislative and budget requests.
- Build relationships with City and State policymakers and government agencies to address administrative and legislative issues.
- Work with Executive Director in drafting CACF responses to reporters, interview requests, and press on key CACF issues. Policy The Director of Policy and Government Affairs oversees the development, initiation, and execution of child welfare, youth services and budget advocacy strategies. Responsibilities include:
- Represent CACF and the Asian Pacific American community in coalitions relevant to CACF’s policy agenda.
- Manage policy research and analysis.
- Work with CACF Program Managers to engage youth and parent leaders in advocacy efforts.
- Lead the 15% & Growing Coalition Budget Advocacy efforts.
- Lead CACF’s State and City budget advocacy campaigns to increase public funding and improve equity for Asian Pacific American children and families.
- Develop budget advocacy agenda, analyze State and City budgets, identify budget priorities.
- Write policy position papers, public testimony, and memoranda.
Qualifications, Education and Experience Required:
- Commitment to CACF’s mission, children’s rights, and social justice.
- Master’s degree (or equivalent experience in a policy-related field).
- Strong understanding of Asian Pacific American communities and non-profit organizations.
- 3-5 years working with the Asian Pacific American community.
- Understanding of legislative, budget, and administrative advocacy and policymaking.
- Demonstrated understanding of current political landscape and demonstrated political savviness.
- Candidate should have experience with and knowledge of state and/or city government
- Excellent oral and written communication skills; persuasive communicator with a keen eye for detail.
- Demonstrated ability to work effectively with varied constituencies, including Board members, staff, social service organizations, elected and appointed officials, and government agencies
- Capacities to lead, innovate, break new ground, take risks, and take public stances on issues.
- Ability to work with diverse staff and flexibility to work on multiple tasks under pressure.
- Background in coalition building, program development, supervision, research, and fundraising preferred.
- Excellent skills in researching and identifying new policy/advocacy opportunities
- Strong management skills, including the ability to set priorities among multiple responsibilities
- Strong computer skills including proficiency in Microsoft Office Suite.
Preferred:
- Previous knowledge or experience in child care, education, health, budget advocacy, and Asian American issues.
- Minimum of two years of experience in a non-profit organization or functional equivalent.
- Ability to write and speak an Asian dialect preferred.
