NYC Health Department – Bureau of Alcohol and Drug Use Prevention, Care and Treatment (BADUPCT)
The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City (NYC).
PROGRAM OVERVIEW
The Bureau of Alcohol and Drug Use Prevention, Care and Treatment (BADUPCT) works to reduce morbidity and mortality related to alcohol and substance use among New Yorkers through contracting and oversight of prevention, treatment, harm reduction, and recovery and support services; policy analysis and development; epidemiology, surveillance, and evaluation; development and dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration.
The Research and Surveillance unit conducts alcohol- and drug-related surveillance, program evaluation and research, maintains databases, designs research protocols, produces reports, writes scientific articles for peer review journals, and facilitates program and policy development.
With an annual budget of approximately $2 million dollars per year, Overdose Data to Action (OD2A) aims to strengthen NYC’s response to the opioid overdose epidemic and reduce overdose deaths. Informed by critical new surveillance and in collaboration with cross-sector partners across levels of government, DOHMH will implement focused prevention and response strategies to reach populations that bear the heaviest burden of opioid use and associated morbidity and mortality.
BADUPCT seeks one Project Manager to provide critical operations support to the OD2A program, including its planning, implementation, monitoring, reporting and evaluation.
OD2A is a cooperative agreement with the Centers for Disease Control. The Project Manager position is funded through August 2022 with the strong possibility of extension. This position is housed at the New York City Department of Health and Mental Hygiene in Long Island City.
POSITION OVERVIEW
The Project Manager will be responsible for the overall management of grantrelated operational and administrative activities and coordinate the development, implementation, completion, and evaluation of grant funded activities. The Project Manager will also be responsible for managing all grant-related reporting requirements.
RESPONSIBILITIES
Under direction, with wide latitude for the exercise of independent judgment and initiative, the Project Manager will perform the following tasks:
• Oversee the day-to-day management of the OD2A grant
• Liaise with the Fund for Public Health of New York City (FPHNY), the Centers for Disease Control and Prevention (CDC), and the internal grants office
• Oversee grant sub-contracts
• Maintain relationships with external consultants to facilitate the completion of grant activities
• Review work plans and ensure completion of grant-funded activities
• Coordinate and manage the program’s reporting requirements, including process and outcome indicators; and track and record program data to assess implementation and evaluation efforts
• Develop and implement systems such as activity planning and tracking sheets, management of invoices and incentives
• Develop, implement and manage all budgeting, distribution tracking, and procurement activities; support sites and consultants to use resources effectively
• Track and support sites to ensure fidelity to model, accurate data collection and troubleshooting of challenges
• Assist in the development of protocols, program materials, and presentations for program activities
• Work closely with the OD2A Program Coordinator on budgetary and programmatic activities
• Collaborate with the OD2A Evaluation Team to collect data from grant strategies for reporting to the CDC
• Other duties as assigned
QUALIFICATIONS
• A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science
• Experience (3+ years) with administrative assistance, operations coordination, research grants management, project management, and/or budget management
• Experience working in a field related to substance use
• Experience practicing public health and working across systems to further a public health approach to alcohol and other drug use
• Experience in managing a budget and/or contracts
• Experience in program monitoring and evaluation
• Ability to multi-task in a fast-paced, high-volume environment. Proficiency in Excel, Access, Word and PowerPoint
• Exceptional attention to detail and organizational skills
• Ability to work independently and as part of a team
• Strong communication skills, including writing
