Job Description:

Program & Job Description

The New York City Department of Health and Mental Hygiene (NYC DOHMH)’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City’s response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV and sexually transmitted infections. BHHS does this through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.

The Viral Hepatitis Program conducts surveillance, and develops and implements programs and projects to prevent, manage and treat Hep B and C in New York City. The Hepatitis/HIV and Enhanced Surveillance data analyst will oversee hepatitis/HIV surveillance, provide data support for all enhanced surveillance, participate in public health data analyses; ensure data quality and completion of data requests, and share data presentations with internal and external audiences.

You will oversee hepatitis/HIV surveillance, including registry matches, provide data support to enhanced surveillance case investigations and activities, participate in public health data analyses; ensure data quality and completion of hepatitis-related data requests and share data presentations with internal and external audiences.

Duties will include but not limited to: 

• Support and enhance VHP’s capacity for Hep B and C surveillance activities:
  • Conduct quality assurance on hepatitis surveillance electronic reporting data.
  • Monitor and improve the quality of Hep B and C data in Maven.
  • Use SAS Programs to prepare datasets or fulfill data requests as per schedule or as needed.
  • Participate in data quality assurance and reporting for enhanced surveillance.
  • Create accurate and professional reports of findings for internal and external audiences and co-author articles summarizing findings for publication.
• Support and generate hepatitis/HIV coinfection indicators, dashboards, and analyses:
  • Collaborate with HIV staff on ongoing matches and projects, e.g., HIV Care Continuum Dashboards (to monitor population progress towards Hep C cure and undetectable HIV outcomes).
  • Identify ways to best detect clusters of hepatitis/HIV.
  • Develop and contribute to indicators to best measure hepatitis/HIV co-infections – Present findings to stakeholders and at internal meetings.
• Participate in viral hepatitis surveillance projects, studies, and analyses:
  • Hep B/Hep C and other syndemic disease analyses.
  • Develop and/or contribute to written protocols and associated tools, such as interview instruments or chart review forms that capture project data elements and measure desired project outcomes.
  • Create accurate and professional reports and presentations of findings for internal and external audiences and co-author articles summarizing findings for publication.
  • Plan and manage surveillance projects and analyses, including overseeing staff who are working on the projects.
• Generate summaries to identify trends in hepatitis and HIV/Hep C reports:
  • Prepare and generate surveillance data for the Annual Report.
  • Work with local resources (SaTScan)to identify potential clusters of Hep C.
  • Work collaboratively with all levels of staff involved in projects as needed.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

• • To be appointed to Assignment Level II and above, candidates must have:
    • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
    • A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
    • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

**Note: Probationary Period: Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

Master’s degree in public health or a related field. In-depth understanding of surveillance systems, including evaluation of evaluating surveillance systems and quality assurance protocols to for maintenance. Advanced proficiency in SAS (required). Familiarity with R (preferred). Familiarity with REDCap (preferred). Exceptional candidates will have experience working with hepatitis and complex laboratory surveillance.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
