Job Description
The Viral Hepatitis Program conducts surveillance, and develops and implements programs and projects to prevent, manage and treat Hep B and C in New York City. The Director of Capacity Building will oversee staff, grants, contracts and administrative activities in the following program areas: viral hepatitis elimination planning, communications, community organizing, and will support patient navigation, clinical and non-clinical provider training and technical assistance. You will oversee viral hepatitis programs, staff and related grants and administrative activities to support effective viral hepatitis elimination planning and implementation, navigation programs, provider training and technical assistance, community organizing and public and provider communications.
Duties will include but not be limited to:
- Conduct strategic planning and provide direction to the viral hepatitis program staff, in alignment with Hep B and C elimination goals and implementation of the Plan to Eliminate Viral Hepatitis as a Major Public Health Threat in New York City by 2030
- Oversee current federal grant and City Council funded projects and related budgets and contracts, ensuring all deliverables and reporting requirements are met, as well as seek out and apply for new funding mechanisms
- Guide effective community engagement initiatives through the development/strengthening of partnerships with healthcare systems, community-based organizations, opioid treatment/substance use provider networks, and patient advocates, which will include leadership of the Hep Free NYC community coalition
- Oversee the production of provider and public facing communications campaigns and materials and produce reports on program activities and outcomes for funders, City agencies, and the community
- Oversee and evaluate data management systems to monitor programs, projects and contracts using Salesforce/Public Health Partners Connect, RedCap or other systems as needed for continuous quality improvement
- Collaborate with the surveillance program to develop and implement innovative and/or evidenced based data driven interventions to improve Hep B and C prevention, testing and treatment in organizations in NYC where people at risk seek care and services
- Supervise program management staff directly with indirection supervision of a team of composed of their staff;
Complete other tasks as assigned.
Minimum Qual Requirements:
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.
Note:
Probationary Period – Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
- Experience obtaining and managing grants and associated reports/deliverables
- Experience managing multiple mid-career level staff and a team of public health professionals
- Experience with infectious disease prevention as well as program development, implementation, monitoring and evaluation
- Strong relationship building and interpersonal skills including ability to communicate public health information across a spectrum of understanding (e.g., health system administrators, clinical providers, patient navigators, and individual patients) and experience working with external stakeholders
- Ability to work independently and collaboratively
- Excellent writing and speaking ability
- Highly organized with attention to detail
- Preferred experience working with or advanced knowledge of healthcare systems
- Advanced knowledge of HIV, viral hepatitis, immigrant health, and social determinants that affect access to care and treatment for people who use drugs and those at highest risk of hepatitis infection and complications.
