Job Description:

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
- To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems
- Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
- Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
- Reduce black maternal mortality and make New York a model city for women’s health

Program & Job Description
The New York City Department of Health and Mental Hygiene (NYC DOHMH)’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City’s response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV and sexually transmitted infections. BHHS does this through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. The Viral Hepatitis Program conducts surveillance, and develops and implements programs and projects to prevent, manage and treat Hep B and C in New York City. You will oversee health care practice facilitation projects related to Hep B and C to improve patient outcomes and advance Viral Hepatitis Elimination Plan Strategies.
Duties will include but not limited to:
- Oversee and expand the Viral Hepatitis Health Care Practice Facilitation program.
- Collaborate with the Director of Capacity Building to identify quality improvement strategies and solutions.
- Manage six subcontracts funded through CDC HIV ETE and CDC Viral Hep grants to integrate hepatitis and HIV prevention, testing and linkage to care in community organizations serving people at high risk. This includes developing scopes, monitoring deliverables, evaluating activities, and reporting on outcomes.
- Promote data-driven viral hepatitis testing and treatment quality improvement projects with NYC organizations serving high numbers of people with or at-risk for viral hepatitis, such as hospitals, community health centers, substance use treatment centers and harm reduction programs.
- Support planning and implementation of Viral Hepatitis Elimination goals and strategies related to, and not limited to improving rates of hepatitis B and hepatitis C screening, viral suppression, or clearance.
- Manage and supervise two full-time staff who coordinate program implementation with community organizations.
- Work collaboratively as a member of the Capacity Building team including active participation in events that are led by the Viral Hepatitis Program.
- Liaise and collaborate with NYS Department of Health on common projects related to opioid treatment programs (OTP) and clinical learning collaboratives.
Minimum Qualifications
- For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:

- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.
**Note: Probationary Period: Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
