Program and Job Description:
The New York City Department of Health and Mental Hygiene (NYC DOHMH)’s Bureau of Hepatitis, HIV and Sexual Transmitted Infections (BHHS) oversees the City’s response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts
of NYC DOHMH and external stakeholders, BHHS leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.
The HIV Social Marketing Manager supports the operations and execution of the HIV Program’s communications strategic plan, involving both traditional and new/social media to further decrease HIV incidence, morbidity, and mortality in NYC.
Duties will include but not limited to:
- Oversee the development of social marketing (public health) campaigns, materials, and assets for SMCE and other HIV Programs- including researching other relevant campaigns, conducting community consultations, developing talking points/scripts for campaign review through community consultations/focus groups.
- Ensure that the development, implementation, and execution of all social marketing activities is kept on and achieved on-schedule.
- Develop and monitor social marketing-related grant and contract budgets, as assigned.
- Serve in a consultative and advisory capacity in graphic problems and determining salient points to incorporate into new illustrations.
- Plan and supervise artwork created under contract and providing feedback on the work created by others.
- Assist in the design and layout of specific pieces as requested using a wide variety of are media and processes.
- Coordinate the preparation of grant reports, as assigned.
- Monitor the budgetary and fiscal aspects of all traditional social marketing activities-tracking all invoicing/payment of related vendors.
- Work with the HIV Prevention program monitoring and evaluation unit as well as the NYC Health Department, Media, Marketing evaluation team to develop and execute evaluation of all HIV-related communications strategies.
- Monitor media coverage of the Bureau’s activities and other relevant news items on a periodic basis to help the Bureau stay apprised of important news events, and trends.
- Support the Director, HIV Social Marketing and Community Engagement in the development of press releases,talking points, background briefings, and other materials vital to the Bureau’s rapid response media operations.
- Maintain and update a comprehensive list of media contacts and recommend new approaches and high-tech resources available to ensure that the Bureau’s database of reporters is as current and comprehensive as possible.
- Work with the Digital Media coordinator to ensure seamless integration of social media assets into all traditional media campaigns.
- Work with all funders to report data from BHHS related to HIV social marketing activities in an accurate, consistent, and timely fashion in the format requested by the funder.
- Work collaboratively as a member of the HIV Social Marketing and Community Engagement Unit – including active participation in events that are led by the SMCE Unit.
- Supervise the Social Marketing Lead who will provide support on all projects as assigned by the Social Marketing Manager.
- Other duties as assigned.
Minimum Qualification Requirements:
- For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
- To be appointed to Assignment Level II and above, candidates must have:
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.
Note: Probationary Period – Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
- Some basic knowledge of domestic HIV trends, epidemiology, and prevention technologies.
- At least two years of experience in a similar role, working in communications/marketing/advertising/public relations and budgeting/planning is highly valued.
- Proficiency in use of leading word-processing, spreadsheet, and database applications, including MS Office
Suite, Word, Excel, Access, and PowerPoint. - Outstanding organizational and administrative skills and proven ability effectively juggle and track multiple projects, responsibilities, and deadlines.
- Effective online research skills and extensive knowledge of media-oriented sites.
- Excellent writing, research, and proofreading skills.
- Strong communication and interpersonal skills.
- Professional demeanor and diplomacy, and strict sense of discretion.
- Ability to remain calm and productive under pressure and changing priorities.
